What does the "connect-pending" message mean in WSE

Almost every time I publish rtmp, I get a “connect-pending” message, but starting about two weeks ago, it sometimes stops showing up.
It was this kind of pattern before
publish -> create -> connect-pending -> connect
or publish -> connect-pending -> create

In the log description document, “connect-pending” is described as
“Connection pending approval by application and license manager”

Since the messages are coming out less now, it feels like something’s improved, but when and why are these messages showing up?

Sorry for causing confusion.I misinterpreted it because I was looking at the integrated log file (ELK), not the original log. Collection failed due to a Logstash parsing error
