Is it possible to stream MP4 to windows media player, quick time or real player running on the user’s machine? I’ve tried RTSP but it doesn’t work.

mp4 is not compatible with Windows Media Player (as far as I am aware)
Quick Time is more likely as (but I’m not sure)
Your best options are JW Player or Flowplayer on your web-site
These play RTMP formats.
