Limit publishing bitrate

Hi,

Is there any easy way to prevent an application to receive a stream with a higher bitrate?

eg. I want to limit an application to receive a maximum of 400kbps stream. Above that, the FMLE can not connect and publish a stream.

There is a module to monitor bandwidth, and limit the bit rate of a stream:

However this may not work well with FMLE as FMLE will continually attempt to re-connect.
