Limiting Bandwidth for Applications

It there a way to limit the bandwidth being used for Wowza applications? For example, for a Video chat application, could a user force Wowza to limit how much bandwidth can be used on the publishing side so the bit rates don’t go too high (like on video with high motion).

If there’s not a module available, could someone build their own custom module for this purpose?

There is nothing built-in and configurable, but you can do things like this:
