I use Live Transcode to vp9, and playback. But video qaulity is terrible.
The player is shaka player.

I would recommend opening a support case for further review.
Please have details about your source encoder(video,audio codecs, framerate, frame size, bitrate, keyframe interval) along with the below folders for review.
[install-dir]/conf
[install-dir]/logs (only latest logs after a restart and showing the VP9 transcoding is needed)
[install-dir]/transcoder
