Video not properly encoded error on iPad 2 for one Axis camera, but not the other

We have several Axis network cameras on campus. We have set up stream files for each one in the live application of Wowza Streaming Engine 4.2.0 on Linux.

Stream #1 works perfectly, even on 4-year old iPad (3rd Generation) running iOS 9.3.2. <http://web.wellesley.edu/video/>

Stream #2 give me an error message on that iPad (and only on that iPad). The error message is html5: Video not properly encoded <http://web.wellesley.edu/video/ptz.html>

The only difference in the cameras is that the camera that’s not working on the iPad is an AXIS V5915 PTZ cam, and the one that is working is an AXIS P1357-E.

We’re using Flowplayer HTML5 6.0.4 for both of them.

Both streams work fine on desktop browsers, and on an 6th Gen iPod Touch.

It turns out that the error message (html5: Video not properly encoded) was a red herring.

Restarting Wowza fixed the problem.
