I am using stream target ULL.
I see that on mobile the Wowza player doesn’t work (iOS/Safari and Android/Chrome).
Is this normal ?
Is that possible to have ULL on mobile or not ?

Here the answer :
For true ULL playback on mobile devices, the GoCoder SDK (App) is required. Some mobile players may work using the Wowza Player but they’ll receive a reduced latency HLS stream instead of the ULL stream. So if the device is compatible, they’ll see a latency time around 8-10 seconds unless they utilize the GoCoder SDK App.

It is true that with HLS playback, a certain number of “chunks” are required for playback to start and while it can catch up later on in the stream, initial playback will have a bit more latency than true ULL.

But doing this prevent me to use ULL on computer
