Transcoder never deactivates when the source stream is closed?

Server: Wowza 4.7 with Subscription License.

Question: When using the Transcoder from a FlashPlayer published stream, When the Stream is closed, and the swf app is closed, the Transcoder still shows Active?

Is this normal?

It seems the only way to clear them is by restarting wowza.

I have determined this issue is self inflicted.

Our java app is migrating from older Wowza version 3.0.5 that has some conflict with recording streams in Wowza 4.7.

This was causing the Transcoder connection hang issue.
