You probably need to use AAC audio. Many Android devices do not support streams that have MP3 audio.

www.sunnytvtech.com produce the Android IPTV set top box which support RTSP, RTMP . It is work well with all wowza streaming Protocol.

I don’t think nDVR is supported using the RTSP protocol.
You can only play using HTTP, if you look here at the player examples they’re all HTTP.

AAC encoding is available in FMLE for Mac OS or you can procure a 3rd party AAC plugin that supports the Windows version (Here’s an option from Main Concept).
Please be sure to read the EULA for all software that you use with Wowza Media Server.
