Problem uploading files with different Internet speeds

We are facing a problem with the trial version of VOD steaming
We have followed the instructions on the following guideline

But still have problems with different internet speeds

We need a step by step instruction on how to upload a film with different qualities
In this instruction it has to be clarified why each section is created , by whom or what system.
How it can be updated and what are the ways to delete it
