Given the potentially large impact on memory, CPU and bandwidth that running a streaming media server might have on a system, it would probably be best to get your system administrator to install Wowza and then allow you access to the configuration files.
As I understand it anything /var/tmp can potentially be scrubbed at any time, including boot-up.
