Does Wowza Cloud support MPEG-TS ingestion with multiple audio tracks, and deliver an HLS multi-bitrate rendition list ?

WSC does currently not support TS ingest.
You would need to run this on a own engine server and push rtmp to wowza streaming cloud or pull from your server with it.
