Maximum Connections from a domain or IP-address

Hello,

I need to setup maximum connection from one ip-address not for application like usual.

Anybody knows:

How to setup maximum connection from one domain or a certain IP-address?

Is there any feature to setup certain numbers of connections from IP or for certain stream?
