I have been looking at different options to send live streams between an origin server and several edge servers (not a CDN) I have tested both the Live Stream Repeater Stream Target options in Wowza SE. The questions I have are: 1. what are the differences between the two options and 2. Which is the “better” option?

For your edge/origin setup, Live Repeater is your best option.
I do have one additional question since the Live Repeater option is best for live origin/edge server configuration. Does Live Repeater function like multicast does/did; a one to many stream using a single stream to reduce bandwidth from the origin server?
That is correct, the edge server establishes one connection to the origin, and any clients that connect to the edge do not have a direct connection to the origin.
