We have PGM(HD video) output from a vision mixer, which we would like to broadcast live to viewer online thru PCs or mobile.
As I see Wowza transcoder doesn’t accept PGM input, I wonder what tools I need to employ in between.

VLC might work. Take a look at the transcoding examples at the bottom of this article:
