My network is not connected to the internet, we purchase a dongle with the license. how do I configure it?

Thanks for reaching out @Uzi Mishan, when you received the dongle, did you reply to the ticket to confirm you received it? If yes, you should have received instructions via e-mail with the Excel license file attached. Did you get the file yet? If not, you need to send a confirmation they received the dongle.
