Is there a way to create on-demand clips without stopping the encoder?

We have our 24/7 live stream and every hour we would like to generate a file to add to our on-demand pool of clips. Is this possible and what version of Wowza do we need?

Apologies if this is a common question - I did try to search but could not find any relevant posts
