To be able to research on why you are getting 403 errors with multiple request, it would be best if you open a support ticket at: https://www.wowza.com/support/open-ticket for Wowza’s Support Team to further investigate.
Please attached bellow logs to your new case:

[install-dir]/manager/logs

We don’t apply any DOS protection in that way. I would suggest that you open a support ticket as suggested by Jason so we can investigate this in more detail. Please include the steps needed to reproduce.

Could this be caused by a denial-of-service protection feature in Wowza? The requests may be made from the same machine/IP address multiple times, and rapidly. After a lull in requests, Wowza may respond to requests normally again and stop returning 403 status codes.
I have the same issue. It was regarding the amlst feature use.
if you keep sending url = http://localhost:1935/vod/amlst:sample/playlist.m3u8
for 9 times from your browser. you will get 403 error.
I also have this same problem. I am using jmeter to load test my nDVR live stream. Up to 10 connections right away works fine, but anything more comes back with a 403. If I slow down the frequency of the requests, I can get more concurrency. So, were there any useful takeaways from the support request that got created from this thread? Thanks! I see this error in my logs:

Do you by any chance use developer license? If yes, it is limiting the number of concurrent client connections to 10. Production license does not have this limitation.

Yes, same limitations. The pages you download the dev and standard trial licenses from even say so.
