Scheduled Streaming for webinar application

We are developping a webinar application (Ruby On Rails) with prerecorded video’s. The video’s can be uploaded and scheduled through our system. I figured out that we update the xml of the smil file accordingly in combination with the schedular module. But this requires a reload command. I saw a similar question like this here: autoreloading smil. Some developers seem to have a solulution for this but i dont know if this is de right approach.

Summary, we need consultancy / help with Scheduling different streams ‘as live’ (when a new stream/webinar is being added current running streams may not be interruped).

I also like to know how many vieuwers i we can expect to handle with our server, i will sent the details by email.
