You will need to download and install Eclipse if not already: https://eclipse.org/downloads/
On the Help tab, click Install New Software.
In the Available Software dialog, click Add.
In the Add Repository dialog, enter the following information and then click OK.
Name - Enter Wowza.
Location - Enter https://www.wowza.com/wowzaide4/
Note: To download the Wowza IDE package, you must enter the URL in the Eclipse interface as the repository’s location. If you enter the location URL in a web browser, an HTTP 403 error is returned.
In the Available Software dialog, check the box next to Wowza IDE 4 and then click Next.
In the Review Licenses dialog, select I accept and then click Finish.
Follow the remaining prompts to install the software and restart Eclipse.

Can I please get a screenshot of what you are entering in help> Install New Software and a screenshot of the error you are receiving?
Also the version of Eclipse will be helpful. Eclipse> About Eclipse

Thank you for the screenshots and the update that Eclipse Neon worked. It might be that the package needs later versions of Eclipse to work.
I have it working on Mars 2 Release (4.5.2).
