Please do make sure you have 64bit Java installed. I suspect you have 32 bit.
See the following tutorial After-installing-latest-Java-version-java-command-is-still-using-old-Java-(fix) that outlines how to change which version your system is using, it maybe that it is still pointing to 32bit.
The development license does allow 1 stream to be transcoded.

Thank you for your response. The problem was solved with this. Root cause was that I had both 32 and 64 bit java installed, and my JAVA HOME variable pointed to 32 bit java binary. Chancing that and restarting Wowza fixed my problem.
