Using H.264 encoder, I am sending 3000kbits to Wowza Streaming Engine and using Transrate profile planned to have multiple smil file with different bitrate. The problem stream is jumping and sometimes moves slowely.

Encode Type: H.264 Encode Size: 1920x1080@30 Bitrate(kbit): 3000
Transrate Profile
1- Source (no changes)
2- 160000 bps / 1080 frame height
3- 130000 bps / 1080 frame height
4- 850000 bps / 720 080 frame height
