Iām able to view the stream on my Android device via rtsp. Does your device come back with an error? What do the logs say?
That IP address is not reachable from my location using port 1935. I also tried ports 80 and 554.
I can ping 14.161.10.182, so the server is reachable, which means you either donāt have Wowza running, or port 1935 is blocked by a firewall, or you have not mapped port 1935 in your network to the server running Wowza. If Wowza is connected to a router you have to āport forwardā port 1935 in your router. You should find the necessary steps for your router at portforward.com

I am able to play that stream in VLC now.
With RTSP playback (m3u8 playback is HTTP) there is a 10 second delay that is caused by the player failing over from UDP to TCP. I can tell because of the 10 second delay and that there are duplicate audio and video info blocks in Tools > Codec info, which is what VLC displays in this case.
The solution is to properly configure for RTSP streaming and open all UDP ports. Follow these two guides carefully:
ā
https://www.wowza.com/docs/how-to-set-up-an-application-for-rtsp-rtp-streaming
https://www.wowza.com/docs/how-to-troubleshoot-rtsp-rtp-playback
Keep checking VLC Tools > Codec info as you are testing.

This works for me: rtsp://123.30.182.75:554/vod/mp4:bird.mp4
Richard
It is probably an encoding problem. Take a look at the file encoding examples in this guide
Richard
Just to be clear, it sounds as though that the following Wowza rtsp url will playback on your Android device:
rtsp://184.72.239.149/vod/mp4:BigBuckBunny_115k.mov
And now you are trying to get your own Wowza instance to stream and playback via rtsp but havenāt been successful in doing so. If this is correct, are you trying to use the same file, BigBuckBunny_115k.mov, from your server?
Iād first suggest upgrading to the latest version of Wowza.

RTSP that its too slow, i think wowza need improve RTSP protocol for VOD. i used M3u8 to play video.
