Replace by a image or video if a live stream if offline

Hi people.

I want to know if it is possible to put a image or a video in loop if any streaming(stream_name) is offline.

This feature is implemented in server site so, needs to work in all protocols (rtmp, hls, ss, rtsp).

This is possible?
