Only 3 of the 4 Video streams broadcasting

We have 4 video streams running, but only 3 are broadcasting. When we reboot the wowza server, still only 3 will broadcast, but it may be a different 3. Is 3 a cap for the trial? how to I get more that 3 to broadcast from the server
