We are receiving an HD stream from our source and need to reencode it to several different bit rates and then send the encoded streams to our cache server.
Ideally we need the following:

Make sure that the streams are stable and are always running 24/7/365 … as this is a television stream.

Get as best quality as possible… this may mean that we have different encoding configurations per channel.

Place in processes and monitoring so that if a stream does go down, it can self repair and/or notify us… ideally self repair is best.

For some reason the settings affect the load time of the video stream… not sure why this is so but we need this resolved.

Analyze how many source streams we would be able to place on our server before having to scale additional servers.
Must be available via skype.
Must have expert experience doing this.
