loop a pre-roll until a live stream starts (LoopUntilLive)

We have a Wowza Streaming Engine running on AWS. We use Wowza to transrate a live stream and then push to our CDN (Akamai).

We need a solution for when the live stream is down. I see there is something called LoopUntilLive using Stream Publisher ModuleLoopUntilLive application module.

I need a specialist to help set this up. We hope to have this in place by then end of August.
