LoadBalancer_4.0 not working on Developer Licence

Does the LoadBalancer_4.0 working on Dev licence? i followed the steps but for the HTTP Prodivder i only

get

Wowza Streaming Engine 4 Developer Edition (Expires: Dec 26, 2014) 4.1.0 build12602

also in the tutorial it is set to the same port which causes an error while start up.

Sorry it was my fail, i configured the vhost in the wrong way :]…
