Live -> VoD

I’m learning the capabilities of Wowza with the aim of recommending it for a parliamentary live/VoD application. I think it’s a typical application whereby a live stream is recorded and made available for VoD soon after. After a bit of looking through the forums, I still have a question:

Is it possible with just the Wowza Streaming Engine to automatically capture a live ABR stream, and have it made available for ABR VoD without any intervention?

I understand that the live transcoding to the ABR files requires the Transcoder addon, and that a SMIL file is required before players can access it.

Can I confirm that Wowza doesn’t (yet) do this creation of the SMIL file?

I notice that EnsembleVideo and Kaltura have Wowza integration, and this automatic Live -> VoD process is a feature there. If I need this feature do I have to invest in one of these CMSs? Are there other solutions/addons I should look at?

The VOD files will not be available until the live stream has stopped.

You could record segments of the live stream, might be a work around.

So would a live recording have to be stopped/completed before an AMLST call to a VOD app would succeed?
