Do Wowza have an upper limit to the quality that a live stream can be?
Both for re-streaming and encoding?
The input streams would be >1080p.

There is no limit on stream quality within Wowza, bandwidth throughput is usually the limiting factor.

Other solutions do have this limiting factor so it’s a big plus for professional use :o
We routinely run high bitrate, high quality video and have no issues. The limiting factor is usually bandwidth at the transmit or receive sites.
I’ve hammered Wowza with a 40mbps transport streams and had folks on Verizon Fios watching with no issues. We routinely connect a handful of Insert Studio’s around using our Wowza servers, they’re usually sending us 720p60 at around 10-15mbps all day/night.
