lagging with wowza stream engine

my problem is the stream start lagging when the traffic is high

my configuration of vps are :

RAM : 50GB

Cpu : 10 cores 2.60 GHZ

Network : 1GB/s

as you see server isn’t uset at full but it’s lagging

help me i’m begginer

also i added that in the first when i start the stream and when the visitor for exemple 15

stream is fine and good … no lag

but the problem start when traffic is high like picture above
