Wowza supports Smooth streaming (see http://goo.gl/VVdal5 for the SDK), as well as HLS out of the box. It should be possible to play HLS on Windows Phone; maybe you can use this as a start: http://goo.gl/IXNtZU and https://phonesm.codeplex.com/
