Few-to-many live streaming

I’m planning to build a service in which a few people (up to 4) chat over voice and at the same time their conversation is broadcasted to numerous audiences.

Is this structure applicable for any of the topology that Wowza supports?

The ultra-low latency is needed for the conversation between 4 people, but the audiences only need a normal latency, by the way.
