I think that you need an Apple Developer account to check the status from their bug tracking system.
You can not view check the status of bugs other than your own even with a dev account.
However, you can open another bug report so that Apple can evaluate the impact of this issue and prioritize the fix for it.
Since it appears that Apple uses duplicate radar reports as a measure of priority, this methodology would only be applicable if the report was identical to others for the same issue. Now, take that with a grain of salt, as this depicts what I’ve found on the internets in reference to the bug reporting system in general.
All of that said, I can confirm we’re also seeing the issue of the missing scrubber for nDVR time shifting on both IOS 8.x and IOS 9.x.
The ability to playback nDVR on an iOS device is an iOS issue and is currently in the hands of the Apple developers to correct.
The “nDVR Stream doesn’t playback in iOS 8.x” issue is referenced in the Apple radar bug #19785587. At this time we don’t have any updates nor timeframe estimation on when this will be resolved.
The issue is caused by by the upgrades to OSX and iOS as Apple have changed the core player component and it appears to no longer support nDVR. We have opened several tickets directly with Apple but as yet no resolution.
Just to mention, and it could only be my local testing set up, that yes the scrub bar is gone since iOS 8 release (I tested on 8.1.2 and 8.2) but I have seen an issue where with the ?DVR appended to the URL and streams encoded with H264/MP3 (from Adobe FMLE) iOS just froze on stream start up (using ABR smil). Removing the ?DVR fixes the issue. Using another encoder (ffmpeg) with H264/AAC I have had no issue playing the stream with ?DVR in the URL on iOS (aside from the fact that there is still no scrub bar).
After all this time, and since it doesn’t work in the most recent two versions of iOS (9 and 8), and considering that it was working fine in iOS 7, I’m thinking this isn’t a “bug” so much as just another unexpected – and unexplained – change in direction by Apple. I have no idea why they would do it, but it seems to me that they just removed this feature.
What is the official status of the bug filed with Apple? Are they actually addressing it? Is there an ETA or time frame?

I really doubt that Apple is going to fix it after all this time but it would be nice to be able to check on the status.
I have been using nDVR with Apple HLS player in the past and always had a scrub bar, but discovered this morning that I no longer have a scrub bar on the desktop player or my iPad. The Mac is running OSX 10.9.4. The iPad is running 8.1.2. The stream seems to play fine, and I do have the 30 second rewind button on the iPad.
So, this is a one year old thread , after having gone through JW level 1 support , that could reproduce the error with JW7 not beeing able to play out nDVR streams on iPads / iPhones , they finally blaimed Wowza in the very end saying that this have to be a Wowza problem.
After having found this thread I notice that Wowza says that this is an Apple bug.
Meanwhile , I should want to use nDVR , if I do it needs to play out on all units of course , if it doesn´t my opinion is that all these big fat advertisements about nDVR now being supported using the latest Wowza / JW versions should be removed until this really works
