I want to create/add publisher programatically when user register in a client application(mobile application) to publish the live streams. So please let me the procedure to do the same.

Are you saying you would like to add a username/password to the publish.password file via an external process?
If so, you can contact a consultant via our Find a consultant forum for any custom requirements.
