Just a heads up for people running into the same issue.
We updated our Windows 2012R2 machines last weekend and suddenly we got the “BindException” error after restarting Wowza Windows Service. The issue disappeared if we rebooted the whole server.
After some trial and error we traced it to the monthly roll up patch from Windows:

Although it doesn’t mention Wowza, it does say this:
Restarting the SQL Server service may fail occasionally with the error, “Tcp port is already in use”.
Basically the same issue, but for us it wasn’t occasionally (each wowza restart caused it and only solution was a reboot).
Removing KB4338815 fixed the issue.
Possibly similar issues with other 10-july updates from other versions. But we run on Windows 2012R2.
