I want to use wowza as cloud server, videos and files need to upload directly on cloud from website. So I will stream any uploaded video according to the quality on different platforms.

At this time Wowza Cloud does not support VOD playback.
You should look into Wowza Engine, and deploy it on a Cloud platform as outlined here:
