Whan I use the manager UI to make this false or delete it it turns OFF DVR. If i renable the DVR the setting reverts.

I’ve not been able to reproduce this. I created a standard Live HTTP Origin application, enabled nDVR, then toggled the httpRandomizeMediaName property from true to false restarting the app each time and DVR remained available. This is running Wowza 4.2.0.01 (build 15235). Is there anything else different with your workflow?
