We cannot guarantee sub 1 second latency through ULL. In a ULL workflow, Wowza Player has the ability to catch up when problems arise in the latency and that catchup is configurable.
If you desire a guaranteed 1 second low latency stream @Ian Jun, a WebRTC workflow via Streaming Engine would probably be a better choice, but remember it is not always the best choice for large scale delivery.
