Adaptive bitrate streaming base bandwidth network?

Dear all,

I deployed a Wowza Streaming 's System. Now, i want to deliver to users streaming videos, which can adaptive base bandwidth network.

Example: If i use network with 10 Mbps, it will play a video with bitrates 1000kbps, but my network’s decrease to 2Mbps, it plays video with bitrates 100Kbps.

Who can help me to solve this problem?

I am sorry, but I do not fully understand the issue here. It sounds like ABR is working properly. Can you please explain what the problem is again?
