Starter live Event plan has 10 Processing Hours per month, is that mean that I can only stream 10 hours per month or can be 10 continuous hours per stream?

Does starter Ultra Low Latency Plan also has Processing Hours limit? or I can stream live video as I could?

Ultra-low latency describes a computer network that is optimized to process a very high volume of data packets with an extraordinarily low tolerance for the delay (latency). These networks are designed to support real-time access and response to rapidly changing data.
