wowza can (admin+user+(user+user)) Request, Accept Video Chats .  
sample : instagram live.

Hello, I’m not sure if thIs is a question? It appears as a statement without a question mark so it’s unclear. Please be sure to share more information so we can better understand your post.

If you are actually asking a question, you can can do this through admin + users with WebRTC. You can ingest a few other webrtc streams from guests in addition to your own as the admin and stream out as webrtc to a smaller audience. We do have webrtc example code on our GitHub.
