You are correct we have removed some legacy versions of Wowza Streaming Engine from the website as we encourage customers to utilize our more current builds to ensure streaming environments running Wowza take advantage of the latest features as well as the most up to date security measures.
If you feel you need access to a legacy version, please contact Wowza Support and place a ticket explaining your use case, for the team to review.
